US military aircraft delivers COVID-19 supplies to South Africa

The U.S. government has delivered approximately $340,000 worth of personal protective equipment to the South African National Department of Health. The equipment, delivered via a military C-130 aircraft, consist of masks, gloves, medical gowns, and sanitizing supplies. The equipment is bound for Gauteng, Western Cape, Eastern Cape, and KwaZulu Natal, where it will benefit front-line health workers.

The United States Africa Command also announced that it is supporting the set-up of handwashing stations in Limpopo, Eastern Cape, and KwaZulu Natal, contributing $225,000 to this initiative. This brings the total value of U.S. support toward South Africa’s COVID-19 response to over $46 million.

On the occasion of the C-130’s arrival at OR Tambo International Airport in Johannesburg, U.S. Ambassador to South Africa Lana Marks told assembled media, “We are so proud of our growing partnership with South Africa’s National Defense Forces and our cooperation to ensure peace in the region.”

Military C-130 'hard landing' reported, no injuries

A Modular Airborne Fire Fighting System (MAFFS) aircraft under the control of U.S. Northern Command experienced a hard landing at 4:53 p.m. EDT on Sunday at Hill Air Force Base in Utah.
The aircraft was on a fire-fighting mission when the aircrew became aware of a potential malfunction of the nose landing gear. The crew executed an emergency landing at Hill AFB and the aircraft sustained damage upon landing which included a small fire. No one was injured.
The aircraft belongs to the Wyoming Air National Guard’s 153rd Airlift Wing located in Cheyenne, Wyo.
Since July 20, Department of Defense aircraft have conducted 131 air drops and discharged more than 244,000 gallons of retardant.
Air Force Reserve and Air National Guard C-130 aircraft assigned to units in California, Colorado, North Carolina and Wyoming are capable of dropping fire retardant using C-130 aircraft and U.S. Forest Service supplied MAFFS units. Aircrews, maintenance crews and support personnel undergo special training and certification to perform these missions each year.

Coast Guard to reevaluate C-130 maintenance contract award

On Sept. 5, the Government Accountability Office (GAO) sustained a protest filed by Triad International Maintenance Corp., Aviation Services, Inc. (TIMCO) alleging that the United States Coast Guard unreasonably evaluated its technical proposal for progressive structural inspections on its fleet of C-130 aircraft.

TIMCO Aviation Services, Inc., of Greensboro, N.C., has performed a substantial amount of maintenance repair and overhaul services for the U.S. military, and has performed heavy maintenance services on more than 2,000 C-130 aircraft over the past 30 years.

TIMCO, represented by Centre Law Group, filed a protest of an awarded contract to DRS Technical Services, Inc., of Herndon, Va., which challenged the Coast Guard's evaluation of its past performance, proposed price, technical proposal, and also argued that the agency's evaluation of the protester's and awardee's proposals reflected disparate treatment in favor of the awardee. The GAO sustained the protest due to the agency's unreasonable evaluation of the protestor's past performance and price. Upon review, the GAO also made recommendations that the agency reevaluate the proposals and issue a new decision.

Advanced procurement of C-130J aircraft for Israel

Lockheed Martin Aeronautics, Marietta, Ga., has been awarded a $12.9 million contract for the advanced procurement of one Israel C-130J-30 aircraft and field services representatives. The total cumulative face value of the contract is $1.6 billion. The work will be performed at Marietta, Ga., and is expected to be completed by Dec. 30, 2015. The Air Force Life Cycle Management Center/WLNNC, Wright-Patterson Air Force Base, Ohio, awarded the contract.
